Hyderabad Police Held Accountable in Fatal Pushpa‑2 Stampede

The National Human Rights Commission (NHRC) has taken strong action against the Telangana government and Hyderabad police over the fatal stampede that occurred last December at Sandhya Theatre during a promotional event for the upcoming film Pushpa‑2. The incident claimed the life of a woman, identified as Revathi, and left her teenage son critically injured.

According to the NHRC’s findings, the Hyderabad police failed to adequately manage the crowd despite warnings about the large turnout expected for the event. The Commission noted that the situation escalated rapidly when the film’s lead actor made an unscheduled appearance, triggering a surge of attendees that turned chaotic.

In its order, the NHRC issued a show‑cause notice to the Chief Secretary of Telangana, demanding an explanation for the lapses in public safety and crowd control. The Commission has also directed that a comprehensive and impartial investigation be completed within six weeks.

The NHRC report emphasized that the authorities had both the time and the information necessary to prepare for the scale of the gathering but failed to implement effective crowd‑management measures. This, it stated, represented a serious breach of the state’s duty to protect the lives and safety of its citizens.

As part of its directives, the NHRC recommended that the government provide ₹5 lakh in compensation to Revathi’s family, along with appropriate medical and psychological support for her injured son. The Commission stressed that financial aid must be accompanied by structural reforms in how public events are managed to prevent similar tragedies in the future.

The stampede took place on the evening of the pre‑release celebration for Pushpa‑2, an event that had drawn thousands of fans from across Telangana and neighboring states. Eyewitnesses reported that the crowd began to swell hours before the scheduled program. When news spread that the lead actor had unexpectedly arrived, the gathering surged toward the stage area. This sudden push led to multiple people being knocked to the ground and trampled, causing severe injuries.

Local police attempted to restore order, but by then, the damage had been done. Revathi was declared dead at a nearby hospital, while her son was admitted in critical condition. The incident sparked widespread criticism on social media and calls for greater accountability in managing public gatherings.

The NHRC’s intervention signals its continued focus on ensuring state authorities are held responsible for preventable deaths caused by administrative negligence. By mandating an impartial probe, the Commission aims to establish a clear record of the sequence of events, the measures taken by the police, and any failures that contributed to the tragedy.

The Telangana government has yet to issue a formal response to the NHRC’s notice. However, senior officials have indicated that they will cooperate fully with the investigation and review existing protocols for large‑scale events.

Public safety experts have urged that lessons from this incident be incorporated into a standardized framework for event security, including mandatory crowd‑control barriers, regulated entry points, real‑time monitoring, and emergency evacuation procedures.

The NHRC’s action serves as a reminder that the right to life, as enshrined in the Constitution, places a binding duty on the state to take all reasonable steps to safeguard citizens during public events.
