Delhi Launches Ambitious Film Policy to Position Itself as Global Shooting Destination

Delhi Chief Minister Rekha Gupta has unveiled an ambitious new film policy aimed at transforming the national capital into a leading global hub for film production. The initiative, announced on Sunday, seeks to attract domestic and international filmmakers by offering streamlined permissions, substantial financial incentives, and enhanced infrastructure support.

A key highlight of the policy is the introduction of a single-window clearance system for shooting applications, designed to eliminate bureaucratic delays that often discourage production houses from filming in the city. This digital platform will enable filmmakers to secure all necessary permissions swiftly, cutting red tape and ensuring a more transparent process.

The government has also committed a ₹30 crore budget for the upcoming international film festival, with ₹3 crore earmarked exclusively for promoting Delhi as a filming destination. Officials say the city will leverage the festival to showcase its diverse locations, ranging from historic monuments and cultural hubs to modern urban landscapes, in a bid to attract filmmakers from across the globe.

Speaking at the policy launch, Chief Minister Gupta emphasized Delhi’s untapped potential in the entertainment industry. “Our city offers a unique blend of heritage and modernity. Through this policy, we aim to make Delhi a preferred choice for global filmmakers, boosting tourism, generating employment, and creating cultural exchange opportunities,” she said.

Industry stakeholders have welcomed the move, noting that the streamlined process and dedicated funding could significantly improve Delhi’s competitiveness compared to traditional film hubs like Mumbai and Hyderabad. Film producers and location managers have long cited logistical challenges, high costs, and delays in securing permits as major deterrents.

The policy also outlines plans for developing specialized film infrastructure, including dedicated shooting zones, sound stages, and post-production facilities. Additionally, local talent actors, technicians, and creative professionals will receive increased opportunities through skill development programs and collaborations with international production teams.

Delhi’s tourism department is expected to play a key role in marketing the city’s cinematic appeal, highlighting its rich cultural tapestry, world-class hospitality, and connectivity. Analysts believe that if implemented effectively, the policy could not only enhance Delhi’s reputation in the global film circuit but also contribute significantly to the city’s economy.

With the policy now in place, all eyes will be on its execution.
