Karnataka Approves New Land Regularization Policy, Unlocking Thousands of Acres for Development

In a major step toward accelerating infrastructure and urban growth, the Karnataka government has approved a comprehensive land regularization policy aimed at freeing up thousands of acres of unauthorized or unrecorded land across the state for legal use and development.

The decision, approved by the state cabinet, is expected to streamline the status of land parcels held without clear ownership titles or proper documentation, particularly in rapidly urbanizing areas on the outskirts of Bengaluru and other cities. Once regularized, these lands can be used for residential, commercial, and industrial development, supporting the state’s long-term economic planning and urban expansion.

The new policy provides a legal pathway for individuals and entities to apply for regularization of unauthorized holdings on government land, subject to certain conditions. The move is aimed at addressing long-standing issues related to informal land ownership and curbing misuse of government land.

“The cabinet has given its approval to this policy with a vision to bring clarity and better governance to land usage in Karnataka,” said a senior official from the Karnataka Revenue Department. “Regularization will be allowed based on eligibility criteria and payment of a regularization fee.”

The policy covers several categories of land, including agricultural holdings, small residential plots, and industrial units, and is expected to benefit thousands of landholders who were previously unable to access legal services or development permits due to unclear title status.

Officials also highlighted that the policy could unlock vast swathes of land for public infrastructure and private development projects, supporting the state’s housing, road, and industrial corridor initiatives.

Urban development experts note that land regularization, if implemented with strong oversight, can reduce land-related disputes and boost investor confidence in Karnataka’s real estate and industrial sectors. However, safeguards will be put in place to prevent misuse, particularly in ecologically sensitive zones or areas reserved for public use.

The state government is expected to release detailed operational guidelines in the coming weeks, including eligibility, documentation requirements, and timelines for application and approval.
