Gurugram Leads Haryana’s Excise Revenue Surge, Fueling State Growth

The Gurugram district has emerged as the top contributor to Haryana’s excise revenue, amassing an impressive ₹3,875 crore, which accounts for 27% of the state’s total earnings from liquor license fees. This significant collection, announced on Sunday, July 27, 2025, comes as the Haryana Excise and Taxation Department successfully concluded the auction of 1,194 retail liquor zones for the 2025-27 financial years, generating a total license fee of ₹14,342 crore.

The substantial revenue from Gurugram underscores its economic dynamism and robust commercial activity, solidifying its position as a key financial engine for Haryana. The state’s overall excise revenue represents a notable 13.25% growth over the previous fiscal year, demonstrating the effectiveness of the new excise policy and the efficient conduct of the auctions. The revenue receipts are anticipated to be realized over a period of 21 months and 20 days.

Beyond Gurugram’s leading contribution, other districts also reported significant earnings. Sonepat generated ₹1,066 crore, followed by Faridabad with ₹1,696 crore, Rewari at ₹654 crore, Hisar contributing ₹615 crore, and Karnal and Panipat both nearing ₹612 crore and ₹605 crore, respectively. Even districts that previously showed lower participation, such as Yamunanagar, saw substantial increases, with its revenue reaching ₹439.88 crore, a significant jump from ₹237.81 crore in the 2024-25 excise auctions.

A spokesperson for the excise and taxation department attributed the swift and successful conclusion of the auctions to prompt and stringent actions by state law enforcement agencies against criminal elements. This proactive approach instilled greater confidence among investors and bidders. The smooth and timely completion of the auction process, which wrapped up in July this year compared to August in the previous fiscal year, also signals improved administrative efficiency.

The Haryana government had set an excise revenue target of ₹14,064 crore for the 2025-26 fiscal year, and the strong performance in these auctions positions the state favorably to meet and potentially exceed this target. This robust excise collection is critical for financing various developmental projects and strengthening the state’s fiscal health, contributing to broader economic stability and growth in Haryana.
