FIR Filed Against Ansal Housing in Gurgaon Land Case

The Haryana Anti‑Corruption Bureau (ACB) has filed First Information Reports (FIRs) against real estate developer Ansal Housing, several associates, and former state government officials over allegations of tampering with land records in Gurgaon’s protected Aravali hills. Investigators say the case dates back to the 1990s and involves irregularities linked to farmhouse developments in areas designated as ecologically sensitive and non‑cultivable.

Authorities allege that certain parcels of land classified as “Gair Mumkin Pahad” (uncultivable hill) were illicitly converted into residential plots through forged documentation and manipulated revenue records. This classification change, prohibited under environmental and land‑use regulations, allegedly opened the door for construction in areas where it is strictly banned. According to the FIRs, critical entries in official registers were altered, forged mutation documents were prepared, and khasra (land parcel) records were tampered with to obtain development approvals.

The Aravali hills play a vital role in maintaining ecological balance, acting as a natural barrier against desertification and aiding groundwater recharge. Large portions of the range are legally protected from commercial or residential construction. In recent years, the Haryana government and the Supreme Court have tightened enforcement against illegal encroachments, emphasizing the urgent need to preserve the region’s environment.

Former Haryana revenue department officials named in the FIRs are suspected of facilitating or enabling the alleged land‑use changes. Investigators are examining whether these officials issued false certifications, granted unauthorized approvals, or deliberately omitted critical details to benefit private developers. The ACB has confirmed that a forensic review of land records from the 1990s is underway to verify allegations of forgery.

If proven, the accused could face charges under the Prevention of Corruption Act, as well as the Indian Penal Code for forgery, cheating, and criminal conspiracy. Relevant provisions of the Haryana Development and Regulation of Urban Areas Act may also apply. Officials have stated that all accused will be called for questioning and that additional names may be added as the probe progresses.

The case has drawn strong reactions from environmental activists, who view the FIRs as an important step toward holding developers and public officials accountable for violations in sensitive ecological zones. Real estate industry observers are also closely watching the developments, noting that the investigation’s outcome could reshape future land approval processes in Haryana.The ACB has said its focus is on uncovering the decision‑making trail behind the alleged illegal conversions and tracing any financial benefits gained from them. Findings from the probe could have broader implications for land governance in the state, especially in balancing urban growth with environmental protection.
