Bihar Police Launches ‘Operation Naya Savera’ to Combat Human Trafficking

Bihar Police has launched a two-week statewide campaign, “Operation Naya Savera,” aimed at rescuing and rehabilitating victims of human trafficking, child labor, forced prostitution, and exploitation in orchestra groups. The initiative, announced on the World Day against Trafficking in Persons, will run from July 31 to August 14, with the two top-performing districts receiving awards from the Police Headquarters (PHQ).

The event, organized by the weaker sections division of the Bihar Police, brought together law enforcement officials, government agencies, and non-governmental organizations (NGOs) to strengthen coordinated efforts against trafficking. Director General of Police (DGP) Vinay Kumar, serving as the chief guest, praised the division’s work and stressed the need for a unified approach involving the police, labor department, social welfare department, and NGOs to dismantle trafficking networks effectively.

Additional Director General (ADG) of Weaker Sections, Amit Kumar Jain, highlighted the scale of the problem. Between January and May 2025, Bihar registered 231 human trafficking cases. During this period, police rescued 118 minor girls and 506 boys and arrested 144 traffickers. The division has also issued two Standard Operating Procedures (SOPs) to guide officers in handling such cases.

The day-long workshop, held from 10 a.m. to 6 p.m., trained nodal officers from all districts, including Deputy Superintendents of Police (DSPs), heads of the anti-human trafficking unit, and women’s police station chiefs. The training focused on the roles of various stakeholders and preventive measures.

A special session addressed the Transgender Persons (Protection of Rights) Act, 2019, led by social activist Reshma and DSP Salma Khatoon from the transgender cell. They discussed the challenges of implementing the law and the establishment of transgender help desks in 855 police stations across the state.

Several officers received recognition for outstanding performance in anti-trafficking operations. The Superintendent of Police (SP) of Saran district was honored for rescuing 194 minor girls between May 2024 and July 2025. SP of Rohtas district was commended for saving 47 girls and arresting five traffickers. The SP (Rail), Patna, was awarded for rescuing a kidnapped child. At the same time, the City SP (West) was recognized for rescuing multiple minors and dismantling a trafficking ring, resulting in six arrests.The ceremony also honored three trafficking survivors, one from Samastipur and two from Gaya, who were rescued as minors. According to the ADG, one had been forced into labor while the other two had been trafficked for sexual exploitation.
