ED Registers FIR Against Man for Demolishing Property Linked to Iqbal Mirchi

The Enforcement Directorate (ED) has filed a First Information Report (FIR) against Abdul Kadar Ali Mohamed for allegedly demolishing and attempting to sell a property in Mumbai linked to the late underworld figure Iqbal Mirchi. The property in question, New Roshan Talkies located in the Girgaon area, had been attached by the agency under anti-money laundering laws.

The property was part of a larger set of assets seized in 2020 during the ED’s investigation into money laundering activities connected to Mirchi, a known associate of fugitive gangster Dawood Ibrahim. Though the ED had provisionally attached the property, possession was delayed due to a stay order from the appellate tribunal.

According to the FIR, Abdul Kadar unlawfully demolished the nearly century-old cinema and made efforts to sell the land for approximately ₹15 crore. The ED stated that he falsely claimed ownership of the property through a joint purchase agreement from 1982 and failed to provide proof of full payment. The agency has accused him of acting in violation of legal attachment orders, thereby obstructing the due process of law.

The demolition, reportedly carried out without any clearance or approval, has raised concerns about the destruction of a heritage structure and possible encroachment of government-seized property. The ED has taken physical possession of the land under Section 8(4) of the Prevention of Money Laundering Act (PMLA), which allows authorities to seize attached assets.

Officials said further investigation is underway to determine whether other individuals were involved and whether additional laws, including heritage and municipal regulations, were violated in the process. The ED is also considering legal action to prevent any third-party claims on the property and to ensure restoration of government control.

Iqbal Mirchi’s properties valued at nearly ₹1,000 crore have been under scrutiny for years, forming a significant part of the agency’s efforts to crack down on assets acquired through proceeds of crime.
