DTCP Demolishes Illegal Structure in Emaar Palm Hills, Gurugram

The Department of Town and Country Planning (DTCP) has demolished an unauthorised meeting hall built by the Resident Welfare Association (RWA) inside the Emaar Palm Hills condominium in Sector 77. Officials said the structure was constructed in a common open area without DTCP approval and was in violation of the approved layout plan.

The action followed a complaint filed through the government’s grievance system. After an inspection, the DTCP issued notices to the RWA, but no satisfactory explanation was provided. On Friday, enforcement officers moved in to dismantle the structure.

District Town Planner Amit Madholia stated that any resolutions passed in RWA meetings have no legal standing unless cleared by the DTCP. He warned all RWAs in Gurugram against making unauthorised alterations to green belts or common areas, stressing that any changes require formal permission from the department. Madholia added that RWAs are custodians of existing infrastructure and cannot independently undertake new construction.

Urban planning experts and residents welcomed the move, calling it necessary to curb unauthorised development within licensed condominium projects. They noted that strict adherence to approved plans is essential to maintain orderly urban growth.

The DTCP has recently intensified enforcement against illegal construction and misuse of space in group housing societies across Gurugram. Officials said this case serves as a reminder that internal society decisions cannot override urban planning regulations.

The department has urged residents to verify layout permissions before starting any construction and ensure their RWAs follow regulatory procedures. DTCP officials warned that repeated violations could lead to further demolitions and possible disconnection of utilities.
