Delhi Assembly Adopts Fully Digital Notice System as Part of Paperless Shift

The Delhi Legislative Assembly will move to a fully paperless system from the upcoming Monsoon Session, requiring Members of the Legislative Assembly (MLAs) to submit all notices digitally. The decision, aimed at streamlining legislative procedures and reducing paper usage, marks a significant step forward in modernizing the state legislature.

Assembly Speaker Ram Niwas Goel confirmed that MLAs who wish to raise issues under Special Mention, submit starred or unstarred questions, or file other formal notices will now have to do so through the Assembly’s official digital platform. The change is part of a broader e-governance initiative designed to improve efficiency and ensure quicker handling of legislative matters.

Under the new system, all legislative business, including questions, motions, and discussions, will be managed through electronic submission and distribution. The shift is intended to expedite administrative processes, minimize environmental impact, and ensure real-time accessibility of information to members.

Goel noted that training sessions have been conducted to familiarize MLAs with the digital interface, ensuring a smooth transition when the Monsoon Session begins on August 4, 2025. The paperless move is in line with the Digital India vision, which promotes the use of technology in governance to enhance transparency, accountability, and operational efficiency.

The adoption of a fully digital system in the Delhi Assembly reflects a growing trend in legislative bodies across the country, where technology is increasingly seen as an essential tool for effective lawmaking and administration.
