Indian Government Marketplace to Open Doors for Global Tenders

The Government e-Marketplace (GeM), India’s public procurement portal, is poised for a major transformation with the introduction of a global tender feature by the end of the year. This strategic move, which comes in response to India’s recent Free Trade Agreements (FTAs), will allow government ministries and departments to float tenders for international suppliers. GeM’s CEO, Mihir Kumar, confirmed the development, highlighting that the change aims to boost competition and provide a wider range of goods and services to government buyers. The portal, which has already seen significant growth, is now set to expand its reach and influence globally.

The new feature is a direct result of trade agreements India has finalized or is negotiating with countries like the UK and the UAE. These pacts include clauses on public procurement, which open up government contracts to companies from these nations. For example, under the recent Comprehensive Economic and Trade Agreement (CETA) with the UK, British firms can now bid for tenders on the GeM platform. This access is reciprocated for Indian companies in the UK’s public procurement market. This policy shift is intended to foster a more competitive bidding environment.

According to a report from The Financial Express, the GeM portal, which has facilitated transactions worth over ₹14.81 lakh crore since its inception, is also working to increase its adoption in more states. The goal is to encourage states to use the platform for their procurement needs, thereby making the bidding process more competitive and efficient across the country.

The upcoming global tender feature is part of a broader set of policy updates aimed at making public procurement more accessible and efficient. The platform has already introduced several reforms, such as removing caution money for sellers and reducing transaction fees, which have made it easier for small businesses and startups to participate. The new global feature will not only provide access to a wider market for government buyers but also position India’s public procurement system on a global stage, further integrating it into international trade frameworks. This move is a clear signal of India’s commitment to liberalizing its public procurement sector while simultaneously promoting domestic economic growth.
