India’s Top Security Official in Moscow to Strengthen Russia Ties Amid US Tariff Threats

India’s National Security Advisor, Ajit Doval, is in Moscow this week for high-level talks focused on reinforcing defense and energy cooperation with Russia. The visit comes at a time of increased geopolitical pressure on India from the United States, which recently announced plans for substantial tariffs on Indian goods, citing New Delhi’s continued trade with Russia. Doval’s trip, though a prescheduled visit, now carries added weight as India navigates its strategic partnerships.

The agenda for the talks includes a review of ongoing defense projects and discussions on new collaborations. A key focus is the delivery of the remaining two regiments of the S-400 Triumf air defense systems, a critical component of India’s military modernization. Doval’s meetings with senior Russian officials, including his counterpart, are also expected to lay the groundwork for Russian President Vladimir Putin’s visit to New Delhi later this year for the annual India-Russia summit.

The visit’s timing is significant, following a recent announcement by the U.S. President Donald Trump to impose a 25% tariff on Indian goods. The U.S. has also threatened additional penalties on countries that continue to buy Russian oil, which India has been acquiring at discounted prices. India has maintained that its energy and defense procurement policies are guided by national interest and are necessary for its economic and security needs.

In a statement, India’s Ministry of External Affairs (MEA) previously called the U.S. criticism “unjustified” and pointed to the fact that Western countries have continued to trade with Russia in various sectors. The MEA reiterated that India’s “bilateral relationships with various countries stand on their own merit and should not be seen from the prism of a third country.”

For decades, Russia has been India’s primary supplier of military equipment, and while New Delhi has diversified its defense partners, the strategic relationship remains a cornerstone of its foreign policy. The talks in Moscow are seen as a clear signal that India will continue to prioritize its long-standing strategic partnership with Russia despite external pressure. The visit underscores India’s commitment to strategic autonomy as it seeks to balance its relationships with major global powers.
