Delhi Assembly Adopts Paperless, Solar-Powered Model

The Delhi Legislative Assembly commenced its session on August 4 under a new e-Vidhan Sabha initiative, marking a complete transition to digital, paperless proceedings. Supported by solar power, Delhi becomes the first in the country to integrate renewable energy into legislative operations alongside a fully electronic workflow. The shift aims to improve efficiency, reduce environmental impact, and streamline legislative processes. Members have been equipped with tablets and secure access to digital legislative documents, replacing printed papers, while a dedicated training program is being provided to legislators and staff to ensure smooth adaptation.

The e-Vidhan Sabha platform enables members to access bills, reports, questions, and other legislative materials through a secure digital portal, with voting, discussions, and document submissions handled electronically. Real-time updates are expected to significantly reduce administrative delays and lead to substantial savings in paper and printing costs. The Assembly has partnered with the National Informatics Centre (NIC) for the technological framework, with support from the Ministry of Parliamentary Affairs under its nationwide push for digitization.

An education bill is set to be introduced during the session, potentially addressing curriculum reforms, infrastructure upgrades, and governance measures for Delhi’s schools. The bill is expected to be discussed extensively in the coming days, possibly undergoing committee reviews before a final vote. Other priorities include urban governance, public health, and transport policies.

Officials emphasize that the e-Vidhan Sabha will also enhance public access to legislative activities, allowing citizens to follow proceedings online and view passed bills, resolutions, and committee reports in digital form. The solar-powered Assembly building, installed earlier this year, will now be central to powering the digital infrastructure, further cutting operational costs and supporting the city’s sustainability goals.

The Delhi government hopes this combination of renewable energy and paperless operations will serve as a model for other state assemblies. While states like Himachal Pradesh and Kerala have begun similar digital initiatives, none have fully integrated renewable energy into legislative functions. The current session will run from August 4 through mid-August, with debates, bill discussions, and budget reviews scheduled under the new system, as lawmakers and administrators monitor its performance and identify areas for improvement.
